Speedway Redevelopment Plans include Apartment Property Purchase

Speedway Redevelopment Commission makes offer to purchase International Village Apartments

SPEEDWAY, Ind. — The Speedway Redevelopment Commission intends to purchase the International Village Apartments as part of the Area Two Master Plan goals. The SRC has tendered a competitive offer to current owner Resource Real Estate.

Located on the 6300 block of Hollister Drive on Speedway’s northwest side, the apartment complex has become a public safety challenge.  Recent police runs and a spate of fires have occurred, one this month which left an apartment resident injured and two Speedway firefighters with slight injuries.

The plan to purchase the complex is supported and approved by both the commission members and the town council. The current owner of the property is Philadelphia-based Resource Real Estate.  There was a plan to purchase the property in 2009, but the appraisals were too low, and the plan fell through. The SRC is serious about purchasing the property this coming year.

Area Two is located in the northwest corner of Speedway and is a beneficial piece to the commercial needs of the town. After obtaining public input through stakeholder meetings and focus groups and reviewing various design concepts and zoning guidelines, the SRC, along with its many partners including American Structurepoint, developed the Master Plan for Area Two.

The International Village is located on the north side of the I-465 interchange at Crawfordsville Road. The SRC would like to turn the property into a safe, economic environment that will benefit the community.

“By purchasing and repurposing the property for redevelopment, the town will maximize the potential of the property by encouraging new business growth,” said Scott Harris, executive director of the SRC. “We cannot afford to let this property and its residents’ qualities of life continue to decline.”

The long-term goals of the Area Two plan are an increased tax base and job growth, along with a higher quality of living for residents.

Speedway Master Plan of Area 2 Unveiled
Plan includes development, transportation updates to northwest side of Speedway

SPEEDWAY, Ind. — Continuing the momentum of progress made on Speedway’s Area 1 Master Plan, including new construction, shovel-ready sites, new dining options and pedestrian friendly areas, the Speedway Redevelopment Commission presented the findings and Master Plan for Area 2 on Nov. 1.

Area 2 is located in the northwest corner of Speedway and is a beneficial piece to the commercial needs of the town. After obtaining public input through stakeholder meetings, focus groups and various design concepts and zoning guidelines, the SRC, along with its many partners including American Structurepoint, developed the Master Plan for Area 2.

The plan, which includes transportation objectives and four distinct districts, will work to help restore economic growth and encourage reinvestment and property improvement.

“The plan for Area 2 has been a work in progress, with many studies and public input,” SRC President Vince Noblet said. “As the next phase of our town’s redevelopment plan gets up to speed and our work within Area 1 continues, we look forward to guiding additional progress of positive enhancements to the community and surrounding areas.”

The four districts are along I-465, Crawfordsville Road and High School Road. Each has a slightly different plan but all are intended to create a healthy and economic environment. Goals include an anchor tenant, such as a large convenience store or supermarket, offices, shopping centers, restaurants, entertainment attractions and pedestrian friendly areas with new sidewalk improvements.

The long-term goals of this plan area an increased tax base and job growth, along with a higher quality of living for residents.

Italian-based Coffee Shop to Open First Western Hemisphere Location in Speedway, Indiana

Lino’s Coffee to Join Dallara Facility on Main Street

Just as 33 drivers will speed to the finish line on May 27 at the Indianapolis Motor Speedway, an internationally renowned restaurant is racing to open its doors for Speedway residents and visitors to enjoy.

Italian-based Lino’s Coffee will open its first location in the western hemisphere within the Dallara facility on Main Street, serving authentic Italian coffees, beverages and food shipped directly from Parma, Italy.

The shop, whose goal is to provide an “authentic Italian experience,” is preparing to open its doors to customers as the area nears the peak of race week festivities. The restaurant offers Italian espresso and coffee drinks, panini, pasta, salads, specialty sandwiches, gelato, beer and wine, and looks to expand its offerings to cater to the community’s preferences.

“Welcoming a franchise of this wildly successful company to its first location in the entire western hemisphere is a great milestone for Speedway,” said Bill Suffel, president of the Speedway Town Council. “We welcome them and look forward to supporting this new business.”

The restaurant’s selection of its location on Main Street was a lengthy process involving  Lino’s leadership, Dallara and the Speedway Redevelopment Commission.

“Lino’s is a premier coffee shop in Italy and countries worldwide,” said Vince Noblet, president of the SRC. “We are pleased to help forge the partnership between Dallara and Lino’s to the Speedway community.”

The shop opening on Main Street in Dallara’s building will be the first Lino’s in the Americas, with future goals to expand into other areas in the western hemisphere.

“A goal of the Lino’s enterprise has been to expand into the western hemisphere eventually, but we wanted to make sure it was the right time and place,” said Vincenzo Delbono, CEO of Lino’s Coffee. “When Dallara opened its U.S. operations in Speedway last year, we realized joining Dallara in the area would be a great fit.”

The addition of Lino’s Coffee is aligned with the City of Indianapolis’ worldwide business development efforts.

Race team unveils plans for new facility in heart of Speedway’s redevelopment area

SPEEDWAY, Ind. — Sarah Fisher Hartman Racing (SFHR) in conjunction with the Speedway Redevelopment Commission (SRC) announced the race team will relocate its motorsports headquarters from Indianapolis to Speedway’s Main Street, adding yet another motorsports powerhouse to the Town.

“We are thrilled to welcome Sarah Fisher Hartman Racing to Main Street,” said Vince Noblet, president of the SRC. “Sarah [Fisher] saw the potential of the prime, development-ready sites located here on Main Street and has already created an excellent vision for her new facility that is directly in line with the goals of the SRC. The SRC, with Speedway businesses and residents, extend a warm welcome to our newest neighbor.”

Led by founder and veteran IZOD IndyCar Series driver Sarah Fisher and new team owner Wink Hartman, SFHR will build its new, $2.5 million dollar plus facility featuring shop and office space for the race team. The building will encompass space for composite and paint departments along with a fan interactive section, with a retail element. Construction is expected to begin in late February 2012, with completion in early September 2012.

Speedway Redevelopment Commission discusses potential new Community Westview health pavilion
Health network proposes project for multifaceted health center on Main Street

SPEEDWAY, Ind. – The Speedway Redevelopment Commission (SRC), Westview Hospital and Community Health Network have engaged in discussions regarding the potential new development of an approximately 40,000-square-foot Community Westview health pavilion offering a multitude of outpatient medical care options to residents of Speedway and its west side neighbors.

The proposed facility would more than triple the presence of Community and Westview in Speedway, in both square feet and staff, compared to its current Speedway Family Physicians located at 1426 Main St.

“A major part of the Master Plan for Speedway is to bring high-quality services and facilities to our community,” said Vince Noblet, SRC president. “We welcome the discussion and potential partnership with Community and Westview to increase the local medical services available and quality of life in general for our Town.”

The proposed health pavilion, which would be located along Main Street in downtown Speedway, would provide a variety of medical and health services including family practice and pediatric physician practices, as well as ancillary services such as lab, imaging and physical therapy. The health pavilion also will serve as a family practice residency training facility for osteopathic residents. The services currently offered at the Speedway Family Physicians location would be transferred to the new health pavilion.

“We are excited to partner with Westview Hospital, our newest affiliate, on planning for a brand new facility that would ensure convenient access to medical care for residents of Speedway and the west side, ” said Jon Fohrer, CEO of Community Health Network’s ambulatory division. “This healthcare facility would showcase our network’s commitment to caring for west side residents while positively contributing to Speedway’s redevelopment efforts.”

If approved by the boards of directors for Community and Westview, groundbreaking for the new health pavilion could occur as early as spring 2012.

Speedway Redevelopment Commission, Allison Transmission announce street name with project completion

SPEEDWAY, Ind. – Speedway Redevelopment Commission (SRC) and Allison Transmission Inc.’s leadership celebrated the completion of yet another redevelopment project in Speedway, Ind., on Sept. 30 with the announcement of a new street name in Speedway – Allison Way.

Allison Way, which is a north-south corridor that connects Gilman Street to 10th Street east of Main Street, is in recognition of the corporation’s global headquarters that has invested millions in Speedway’s economy as well as to company founder James Allison.

One of the original four founders of the Indianapolis Motor Speedway, James Allison envisioned Speedway as a thriving community built upon the town’s unique history through motorsports.

“We have always appreciated the support that the Town of Speedway and the SRC has given Allison Transmission, and we’re honored and proud to know that James Allison’s legacy will be further engrained in the Town that he so loved,” said Lawrence E. Dewey, Allison Transmission chairman and CEO.

Allison Transmission also plans to change its street address from 4700 W. 10th St. to One Allison Way early in 2012.

The announcement coincides with the completion of the $4.4 million Gilman Infrastructure Project, for which the SRC transitioned 30 acres of commission-owned property on the east side of Main Street into multiple shovel-ready development sites to help attract interested developers and businesses. The project also allowed for the installation of new storm, sanitary and water systems on the property and an enlarged storm water drainage culvert below 10th Street, east of Polco Street.

“The fact that these sites are beyond shovel ready – they are truly development ready – is very exciting and attractive to businesses that are looking for prime property in Speedway that can be used immediately,” said Vince Noblet, SRC president. “We celebrate this announcement as part of our redevelopment vision not only for business development but also to recognize Allison Transmission’s strong, decades-long support of our community.”

During this process, new intersections were constructed for the 10th Street Realignment Project, which kicked off in April 2011 and is expected to complete in November 2012. The 10th Street Realignment Project will redirect 10th Street from Main Street to Holt Road, near Allison Transmission’s global headquarters in Speedway.

The project allows for Allison Transmission to expand its Speedway facility, ultimately leading to more jobs and an expanded product line.

“Look at all the amazing progress we’ve been able to make since April,” Dewey said. “The opening of Allison Way is another step in our plan to grow our operations in Speedway, including creating up to 205 new jobs through 2013.”

Dallara U.S. base operations in Speedway, Ind., construction ahead of schedule
Innovative facility to be anchor tenant on Speedway’s Main Street

One year after the Speedway Redevelopment Commission; Dallara, LLC; and the Indy Racing Experience announced that Speedway, Ind., would be home to Dallara’s new facility that will manufacture and assemble its new chassis for the 2012 IZOD IndyCar Series season, officials are pleased to announce that the construction project is ahead of schedule.

“Construction of our new facility is up to speed,” said Stefano de Ponti, U.S. director of operations, Dallara, LLC. “While we planned for the facility to open in November, we will be able to move some departments in by the end of October and be fully operational by November.”

The building, which will also house the Indy Racing Experience, is Dallara’s only facility outside of its headquarters in Parma, Italy. Dallara is temporarily operating from the Motorsports Technology Center on Main Street, which will ensure testing of the 2012 IZOD IndyCar Series Safety Cell occurs in Speedway. De Ponti says the organization and other suppliers will begin prototype assembly and engine testing at the Motorsports Technology Center by the end of August 2011.

Speedway Redevelopment Commission Executive Director Scott Harris says the 100,000-square-foot, $6 million Dallara building will be the first of several structures that are reshaping Main Street. He says they hope to have three or four more announcements of facilities along Main Street within the next several months.

“Welcoming Dallara as the anchor tenant on Main Street will help us attract new investments and, ultimately, visitors to our local shops, restaurants and businesses,” Harris said.

Display car, future prototypes assembled and tested in Speedway, Indiana

SPEEDWAY, IND. – Behind the gleaming paint scheme and bright studio lights of last night’s 2012 INDYCAR car unveiling on VERSUS is the little-known Motorsports Technology Center situated in the heart of Speedway, Ind. The secured facility, located at 1180 Main St., is currently serving as the temporary home of Dallara Automobili, the IZOD IndyCar Series Safety Cell manufacturer – ensuring that the assembly of each new race car and management of the prototype testing takes place in the shadows of the Indianapolis Motor Speedway.

“It was important to Dallara and the Town of Speedway that each step of this process take place right here in Speedway,” said Scott Harris, executive director of the Speedway Redevelopment Commission (SRC). “Dallara’s commitment to our Speedway community is already apparent, and we anticipate its future operations here on Main Street.”

The SRC-owned Motorsports Technology Center is the temporary home of Dallara. The SRC anticipates entering into a formal lease with Dallara through September 2011 with a three-month renewal option during the construction of its permanent home on Main Street. Dallara and other suppliers will begin prototype assembly and engine testing at the Motorsports Technology Center by the end of August 2011.

“We’re very excited to see our new car further develop right here in Speedway, Ind.,” said Randy Bernard, CEO, INDYCAR, the sanctioning body of the IZOD IndyCar Series. “As we continue to celebrate our 100th anniversary milestone for the Indy 500, it is also imperative that we continue to prepare for the future of our sport. Dallara was selected by INDYCAR in July 2010 as its safety cell manufacturer for the 2012 IZOD IndyCar Series. Dallara has been devoted to the business of designing, building and supporting some of the world’s most competitive race cars for the last 40 years. Dallara cars have won the Indianapolis 500 10 times and the IZOD IndyCar Series Championship 12 times, with more than 170 victories since 1998.

“There is nowhere else in the world like the Town of Speedway,” said Andrea Toso, head of Research and Development and U.S. Racing for Dallara. “This community is completely dedicated to the history and tradition on which it was founded, including its base in motorsports and innovative technology. Dallara as a company, and as the creator of the INDYCAR car of the future, will be right at home in Speedway.”

Dallara will open its only facility outside of Parma, Italy, on Main Street in Speedway later this year. The facility, which will include an automotive production area, a quality control and technical section, an engineering center, an interactive area, a restaurant and a state of the art driving simulator, will also serve as the home of Indy Racing Experience. Despite the rainy weather Central Indiana has experienced this spring, full construction is expected to begin at the end of the month.

Speedway Redevelopment Commission Drops Checkered Flag on Main Street Project
Ribbon cutting ceremony officially opens street after $10 million renovation

SPEEDWAY — As the world prepares to descend on the Town of Speedway this May, the Speedway Redevelopment Commission (SRC) has dropped the checkered flag on its Main Street project. Together with Speedway and Indianapolis officials, key stakeholders, Main Street businesses and the community, the SRC cut a ceremonial ribbon today to officially open Main Street for business. The $10 million project began in November 2009 as the SRC’s first redevelopment-related construction project.

“We may have crossed the finish line, but the race continues here in Speedway,” said Vince Noblet, SRC President. “The new, sustainable Main Street reinvigorates this historic area in our community, and we expect its growth and development to continue well into the future. Today is a good day for Speedway, but we’re not finished just yet.”

Fully funded by the Town of Speedway, the new Main Street serves as the centerpiece of the SRC’s Redevelopment Area One. In total, Area One will bring an anticipated total economic impact of $5.2 billion from construction, new development and business operations over its first 10 years.

“Main Street’s redevelopment not only begins to restore the area’s former grandeur, but it carries on Speedway’s mantra of racing, innovation and community,” Noblet said. “We’ve had great successes on Main Street so far, like the opening of the Dallara Automobili and Indy Racing Experience facility in the coming months, and we are looking forward to even more wins in the near future.”

The redeveloped Main Street includes the following features:

  • Bike paths
  • Spacious sidewalks that will allow for sidewalk cafes
  • Safety considerations
  • Artistic flair, including new street signs, manhole covers and bike racks

In addition to road and sidewalk improvements, Main Street also received an upgraded, environmentally-friendly stormwater management system. The new green infrastructure along main street includes rain gardens, porous pavement and green gutters.

Allison Transmission’s Global Headquarters to Expand in Speedway; New Investment Brings Jobs to Central Indiana

Speedway, Ind. (April 19, 2011) – Governor Mitch Daniels, Mayor Greg Ballard and Speedway Redevelopment officials joined executives of Allison Transmission, global manufacturer of automatic transmissions, today to announce the company’s plans to expand its operations here. The company’s facilities and product offerings expansion will create up to 205 new jobs through 2013.

Allison Transmission, the world’s largest manufacturer of fully-automatic transmissions for medium- and heavy-duty commercial vehicles, medium- and heavy-tactical U.S. military vehicles and hybrid-propulsion systems for transit buses, plans to invest more than $89 million in its Speedway operations over the next three years. The majority of these funds will be directed toward improving existing infrastructure, manufacturing operations and production equipment upgrades. Allison has been developing and testing a new, innovative commercial duty transmission for over-the-road tractor trailers for the past several years. Recently, the company’s Board of Directors approved this product for production.

“On the day we learned that Indiana surged forward in March by nearly 10,000 new jobs and that our unemployment rate continues to drop below the nation and all of our neighbors, we welcome this further piece of good news. Momentum is building in the Hoosier economy, and Allison, for generations one of our greatest companies, is a big part of it,” said Governor Mitch Daniels.

Allison Transmission, which currently employs nearly 2,500 people in Speedway, has hired 50 employees within the last 30 days. Additional positions will be filled as facility upgrades are phased-in throughout the Speedway campus. Further hiring is expected to take place during the next two years.

“The State of Indiana, the City of Indianapolis, the Town of Speedway and the great people in this community have all been good to Allison Transmission for a very long time and we appreciate the support. As our company looked at our Speedway Campus and thought about future growth and expansion, the critical element we lacked here was room to grow. Founded in 1915 by Jim Allison, one of the original four founders of the Indianapolis Motor Speedway, Allison Transmission was purchased by the Carlyle Group and Onex Corporation in 2007 from General Motors.
